The Lightbulb Paradox: Using Behavioral Economics for Policy Evaluation
ثبت نشده
چکیده
In an e¤ort to reduce energy use, governments in the United States and many other countries subsidize energy e¢ cient lightbulbs or ban traditional incandescent bulbs. We evaluate one important rationale for these policies: that imperfect information or attentional biases cause consumers to purchase more incandescents than they would in their private optima. We formalize a model of consumer choice that allows for such biases and develop formulas that allow optimal policy to be approximated using su¢ cient statistics from simple randomized control trials (RCTs). We then present results from two RCTs that provide information about and draw attention to the energy costs of di¤erent lightbulbs. The treatment e¤ects could provide support for subsidies on the order of those currently in place in parts of the U.S. However, there is no evidence to suggest that a ban on traditional incandescent lightbulbs increases welfare. The Paradox of Health Policy: Revealing the True Colours of This ‘Chameleon Concept’; Comment on “The Politics and Analytics of Health Policy”
Health policy has been termed a ‘chameleon concept’, referring to its ability to take on different forms of disciplinarity as well as different roles and functions. This paper extends Paton’s analysis by exploring the paradox of health policy as a field of academic inquiry—sitting across many of the boundaries of social science but also marginalised by them. It situates contemporary approaches ...
متن کاملEvaluation of Monetary and Fiscal Policy Based on New Keynesian Dynamic General Equilibrium Model in Iran’s Economy
This paper examines monetary and fiscal policy through the estimation of a New-Keynesian dynamic general equilibrium model for Iran’s economy. In this New-Keynesian dynamic general equilibrium model, the consumers encounter the liquidity constraint and the firms face sticky prices, while they are changing them. In the model presented, a role is considered for both government spending and taxati...
متن کاملEvaluating Behaviorally-Motivated Policy: Experimental Evidence from the Lightbulb Market
Imperfect information and inattention to energy costs are important potential motivations for energy efficiency standards and subsidies. We evaluate these motivations in the lightbulb market using a theoretical model and two randomized experiments. We derive welfare effects as functions of reduced-form sufficient statistics capturing economic and psychological parameters, which we estimate usin...
متن کاملEvaluation of Electricity Demand Management Policies: Behavioral Economics Approach
Electricity consumption has been rising with an average annual growth of 7% in Iran and the imbalance in production and consumption has caused power outage crisis and economic losses. More than 50% of peak electricity demand is related to the household sector, so the household sector can be considered as the most effective component of the electricity crisis. Investment costs for the constructi...

Traditional environmental and resource economics uses rational choice theory to guide theevaluation of alternative policy options to correct market failure. Behavioral economics, however, has challenged this conventional mindset by showing how people frequently makechoices and state values that deviate from the presumption of rationality, i.e., behavioralfailures. This article ex...
